The Western Caucus Foundation (WCF) is a non-profit organization that educates law and policy makers about the cultural and policy issues unique to the American West.
The Foundation provides a much needed cultural exchange to bring people together to gain a mutual understanding of and appreciation for the challenges facing the western states.
A separate, but cooperative, organization from the Senate and Congressional Western Caucuses, the Foundation works to inform and educate policy makers and the public on ‘Western’ ideals – including individual and private property rights, a strong state and local government influence over federal bureaucrats, optimistic self-reliance, utilization of our abundant natural resources, and boundless economic growth and opportunities. The WCF also helps educate policymakers and the public about the West’s dynamic culture, natural beauty, and unique impacts decisions in Washington have on the West.
Our Honorary Co-Chairs and Honorary Chairs Emeritus are traditionally those holding the same titles with the Senate and Congressional Western Caucuses. Currently, Senator Steve Daines (MT) and Representative Dan Newhouse (WA-4) serve as the Honorary Co-Chairs of the Western Caucus Foundation. Senator John Barrasso (WY) and Representative Paul Gosar (AZ-4) serve as Honorary Co-Chair Emeritus.
Darrell Henry is the Executive Director of the Western Caucus Foundation.
The Western Caucus Foundation is a charitable, independent non-profit organization under Section 501(c)(3) of the Internal Revenue Code. The Foundation is governed by a board of former Western Caucus staff and advisors. WCF accepts personal, corporate and PAC contributions, which are tax deductible to the extent allowed by law.

The Senate Western Caucus (SWC), Chaired by Senator Steve Daines, is made up of Senators from Western and rural states who are committed to upholding the fundamental principles of the West.
The Congressional [House] Western Caucus, Chaired by Representative Dan Newhouse, seeks to enhance, sustain, and preserve the West’s dynamic and unique culture, and to find innovative solutions that address the distinctive concerns facing western and rural communities.
The Senate and Congressional Western Caucuses believe that the people who live on the land in the West are the best stewards of the land. Their main goal is to empower the residents, workers, and local leaders in the West to make the decisions that best serve, and most affect, their families and communities.
